What licensing plan?

The Radiation and Nuclear Safety Authority’s (STUK) Nuclear Safety Guide (YVL) A.5 requires the licensee to draw up a licensing plan for the construction of a new nuclear facility or for an extensive modification of an existing facility. The plan presents how the fulfilment of nuclear and radiation safety requirements is ensured and verified at different stages of the project or modification.

Licensing of a nuclear facility and demonstration of safety

Plant-level licensing culminates in demonstrating the safety of a nuclear facility. As the project progresses, the accuracy of demonstrating safety deepens as the maturity of the plant’s design strengthens. In conjunction with the safety assessment, it shall be demonstrated that the nuclear facility has been designed and implemented in such a way that the safety requirements are met.

Finnish Nuclear Licensing Documentation and Approvals

The use of nuclear energy is subject to a licence in Finland. The Nuclear Energy Act presents the requirements concerning the licensing procedures, regulatory oversight and relevant authorities concerning the use of nuclear energy. Supervision is based on up-to-date regulations (note that a regulatory reform is underway), comprehensive inspection programmes and regular safety reassessments.
